CISS is a family-run, private service organization committed to providing direct support to individuals and their dedicated caregivers/parents. We know how stressful life can be without support from friends and family. Likewise, all of us need a break from time to time to help us take care of our own needs and to refocus our own priorities, so that we can continue to be strong for those who need us.

Our committed team of caregivers specializes in providing support to a variety of families including those caring for people who have developmental disabilities (such as but not limited to Autism, Down Syndrome, Cerebral Palsy, and intellectual disabilities), Foster Parents and Kinship Caregivers of young children.

Inspiration for the organization was sparked during the summer of 2004 when co-founder, Sharon M. Francis, then Director of Community Development for Tri-Counties Regional Center, identified the unmet needs of children with developmental disabilities living in Ventura County with no local option for respite services. Until then, all agency respite services had been provided by home health agencies offering CNA, LVN, or RN services, or from large L.A.-based multi-service companies. Some of these agencies serve more than a dozen regional centers and more than 10,000 people. This was not the personalized care that local families deserved.

After seven years of service at TCRC, Sharon left and launched Channel Islands Social Services with her husband Tim, so that local families could have flexible, local respite options. Please call us so we can start getting to know and help you.

The CISS Administrative team is made up of very caring and highly experienced professionals who are dedicated to helping families. With hundreds of amazing Respite Caregivers employed by CISS, the small administrative team works tirelessly to make sure the needs of both families and Respite Caregivers are being met.

Meet the CISS Admin. Team:

Sharon M. Francis, Co-Founder and CEO, x850
Sharon began her career supporting individuals with developmental disabilities and their families in 1993. Prior to launching CISS, she spent four years helping adults with special needs in supported employment and seven years at Tri-Counties Regional Center managing and performing quality assurance and resource development. Sharon has been instrumental in the Ventura County community in various roles and nonprofit groups and she has been a CPR and First Aid instructor with the American Red Cross since 2005. She serves on the boards of Tri-Counties Association for the Developmentally Disabled (as the Vendor Advisory Rep.), Autism Society Ventura County, and Partners in Housing. In 2015, she was recognized by the Autism Society of America as their Autism Professional of the Year.

Tim Francis, Co-Founder and Director of Operations, x854
Tim has worked for CISS since he helped to co-found the organization in 2004. His professional and educational background is in the film industry, having worked in post production at various well-known entertainment companies. He leads all marketing and recruitment for CISS, and is the “go-to guy” for all behind-the-scenes needs of the company and staff. He has started work on various educational videos related to respite care and family support and has hopes of distributing them in the near future to inspire people to get involved.

Beth Alender, Chief Financial Officer, x851
Beth has worked for CISS since 2005 as our CFO. She has over 30 years of accounting and business administration experience having served as Controller and V.P. of Administration for other companies. At CISS, Beth is responsible for all of our accounting, billing, and payroll. She works closely with all departments and answers calls from families and caregivers who have questions about the accounting of their hours.

Edith Wysinger, M.S., Director of Family Services, x852
Edith has been working in this field for almost eighteen years and she joined CISS in 2007. She enjoyed working as an Early Interventionist and later as a Regional Center Service Coordinator and Manager at TCRC. These experiences broadened her knowledge in working with families and individuals of all ages. At CISS, Edith works closely with the Regional Centers in coordinating the authorizations and referrals we receive. She is also our expert translator making sure we reach our Spanish Speaking families and Respite Caregivers. Edith is also a certified as a Pro-ACT instructor and American Red Cross CPR and First Aid instructor.

Abbey, Family Support Specialist (West County), x857
Abbey has been supporting individuals with developmental disabilities and their family members since 2000 through her prior work at Pathpoint Inc.  She joined the CISS Enhanced Respite team in 2008 supporting children and teens who were experiencing behavioral challenges.  Abbey was promoted to the CISS Administrative team in 2011 and she supports all of our programs and is bilingual.

Miriam, Family Services Specialist (Foster & Kinship Respite), x859
Miriam has years of experience as a CISS Respite Caregiver  in our regional center and foster respite programs. She leads our Enhanced Respite and Foster & Kinship Respite programs, as well as all community childcare recruitment. She worked for three years as a special needs Para-Educator supporting the educational and behavioral needs of children with developmental disabilities. She brings a lot of passion to the position and is looking forward to getting to know our families and caregivers. She is also bilingual.

Julianna, Program Supervisor (ILS and Enhanced Respite) x861
Julianna joined the CISS admin. team in February of 2017. Prior to CISS, she worked at a local Adult Day Health Care Center. She has her MSW, 6+ years of social work experience and has done fieldwork with foster youth and behavioral health. Julianna previously worked as a Respite Caregiver in our traditional respite program and is excited to now be a part of the admin. team at CISS.

Danielle, Family Support Specialist (East County), x853
Danielle has been supporting individuals with developmental disabilities and their families since 2005. She provided Independent Living Skills instruction, Supported Living with individuals with mental health diagnoses, supervised day program operations for behaviorally-challenged adults, and implemented behavioral intervention to children with Autism. 

Cindy Arndt, Human Resources Manager, x855
Cindy has worked with individuals with special needs and their families for over 20 years. Prior to CISS, she was as an Employment Specialist in the Transition Partnership Program with Conejo Valley Unified School District and the Department of Rehabilitation. Cindy served in the role of HR Manager for three years, moved to another state to spend a year with family, returned in the role of Family Support Specialist, and was re-hired as the HR Manager in Jan. 2014.

Laura, Administrative Assistant, x858
Laura joined CISS in April 2012.  She has years of experience in bookkeeping and HR. Laura works in our Accounting/Payroll department processing timesheets and keeping staff updated about missing documents. 

Karla, Administrative Assistant, x860
Karla served for two years as a Respite Caregiver for CISS joining the Admin team in 2013, working under Beth Alender to process Payroll and billing. She had formerly worked as an Office Coordinator at an area hospital for three years processing payroll for over a hundred personnel.

Kim joined CISS in November 2017. She has over 15 years of payroll and accounting experience in various industries.

Rosy, HR Associate, x862
Rosy recently joined the Admin. staff in March 2017, and she has 3+ years of experience in the Human Resources field. She previously worked in HR for Goodwill Industries of Ventura County, and she lead the enormous hiring efforts to open and operate two Walmart stores. She is excited to bring her passion for HR to CISS.

Jackie joined our team in Sept. 2016.  Jackie was born and raised in Ventura County. She has over 7 years of hands on customer service experience, as well as 2+ years of Human Resources & payroll experience.

Sandra, Receptionist/HR Assistant x0
Sandra joined our team in November 2017. She has prior Human Resources experience from a large senior living center and two staffing agencies prior to joining CISS. She provides friendly bilingual customer service to everyone entering our office and assists our HR team.

Patrice, CPR/First Aid Instructor
Patrice served as our Office Manager in 2006-2009 and returned in late 2014 to assist the entire Admin team with various recruitment.  She has been teaching CPR and First Aid for the organization since 2015.

Jila, CPR/First Aid Instructor
Jila is an experienced Para-educator and Respite Caregiver who joined our instructor team in 2017. 

Tish, RN, Nurse Consultant/Trainer
Tish is Tim’s mom and she has over 30 years of experience as the former ACHS Nurse.  Tish has been the backbone of the CISS CPR and First Aid courses since the organization began in 2004. She is also available to assist Family Services with home visits and chart reviews to determine the suitability of referrals made to the organization of children and adults who have medical needs that may be better served by a home health agency.
